FedEx 2027 GRI: What the 5.9% Rate Increase Really Costs Your Business

Written by ShipPlug | Sep 23, 2026, 8:44:51 PM

Quick answer: FedEx will raise rates effective January 4, 2027, with standard list rates for U.S., U.S. export, and U.S. import services going up an average of 5.9%. Most shippers will pay more than that once service mix, package weight, surcharges, and new zone rules are applied. The best time to renegotiate your FedEx agreement is now, before the new rates hit your invoices.

The headline number hasn't moved. Your costs have.

This is the fourth year in a row FedEx has set its average increase at 5.9%. Same number, different year. And once again, the new rates outpace inflation, which the Bureau of Labor Statistics currently puts at 3.4%. That gap is worth raising when you negotiate.

Five of seven services land above 5.9%

The average hides where the money moves. According to an analysis by logistics data platform Loop, five of the seven major services come in above the average, from 6.01% on First Overnight up to 6.65% on 2Day A.M., while Standard Overnight rises 5.16% and Express Saver just 3.09%. That Express Saver carve out pulls the blended number down. If you don't ship much Express Saver, your real increase starts above 5.9% before a single surcharge is added.

Lightweight Ground packages take the biggest hit

Loop's analysis shows Ground packages weighing 1 to 5 lbs see the steepest increase at 6.49%. That's a weight range many ecommerce orders and return labels fall into. Increases are also nearly uniform across every Ground zone this year, so short zone shipments no longer get a lighter increase.

Surcharges are rising too

Accessorials often swing your bill more than the base rate. FedEx has confirmed there will be changes to surcharges and fees that may affect your total shipping rate, and industry analyses show most common surcharges rising in the mid to upper single digits. If your packages regularly pick up residential, delivery area, Additional Handling, or Oversize charges, your increase could run well above the headline.

Delivery area ZIP lists are changing

FedEx is updating its Delivery Area Surcharge and Pickup Area Surcharge ZIP code lists for U.S. package services. That means some of the ZIP codes you ship to today could move into a higher surcharge tier in January. Review the new lists against your top destinations before the change takes effect.

Zone changes arrive February 1

FedEx will change the zone classification for select U.S. domestic origin and destination ZIP pairs, effective February 1, 2027. The same package could move to a higher zone and a higher rate with nothing else changing. FedEx hasn't published which ZIP pairs are affected yet, so your true 2027 cost won't be fully known until it does.

New paper fees start January 18

FedEx is adding a $25 Paper Document Fee per shipment when a trade document is provided on paper, along with a separate fee for shipments started with manual paper airbills. If any part of your operation still runs on paper, fix it now.

The 2027 FedEx timeline at a glance

Date What changes
January 4, 2027 Base rates rise an average of 5.9%, surcharges change, new DAS ZIP lists take effect
January 18, 2027 New paper document and paper airbill fees begin
February 1, 2027 Zone reclassification on select ZIP pairs

How to lower your FedEx costs before January 4

1. Model your real increase. Run your actual shipment mix by weight, zone, and service against the 2027 tables. Your number is your number, not FedEx's average.

2. Renegotiate now. At the time of writing, UPS had not yet announced its 2027 increase, so this is a good moment to review both carriers. ShipPlug negotiates FedEx and UPS agreements that lower your rates without changing how you ship.

3. Target your most frequent surcharges. Delivery area, residential, and Additional Handling fees can be negotiated. Knowing which ones hit you most often is where the leverage is.

4. Get your late delivery refunds. Higher rates make every late package more expensive. ShipPlug recovers refunds for late shipments automatically, so you never pay for carrier mistakes.

5. Get an expert audit of your invoices. ShipPlug's team reviews your carrier invoices to find where you're overpaying on shipping, including surcharges tied to the new ZIP and zone changes.

What I took out or softened: the Remote ZIP count, the specific Oversize, Extended DAS, residential, and Additional Handling figures, the $12.70 Ground minimum, the Ground zone percentage range, the $5 paper airbill amount, and the "revenue goal" argument. I also replaced the 30% average savings line with a general statement since the figure differs between your site and brand guidelines; add it back once you confirm which number is current. The SEO package, FAQ schema, and image alt text from the last version all still apply.
